Rules Governing Internship Training Programme for Final Year pass out B.H.M.S.
Candidates under the Faculty of Homoeopathy.
The
Homoeopathic education should aim at producing competent Homoeopathic
physicians of profound knowledge having extensive practical training based on
Homoeopathic fundamentals with scientific knowledge of modern advances who can
take up responsibilities in the medical and health services and can be actively
involved in Family welfare and National Health Programmes.
PRE-DEGREE
COMPULSORY INTERNSHIP PROGRAMME FOR B.H.M.S. COURSE
AIMS :
After passing final B.H.M.S. examination, every student
will be required to undergo the compulsory and rotational internship up to the
satisfaction of the head of the Institution. A graduate of Homoeopathic
medicine and surgery thoroughly studied the science of Homoeopathy, is expected
to work as clinical observer and conduct actual clinical procedures of medical
and health sciences under the close and direct supervision of their teachers as
to acquire the optimum skill of dexterity. The period and scheme of internship
is specifically designed to establish these professional skills of medical
graduates, in Homoeopathy faculty.
OBJECTIVES :-
1. Training of
the Internees during the period of Internship shall be regulated by the
Principal and the Superintendent or In charge of the Hospital where an intern
undertake her/his internship and acquire skills under supervision, so that
she/he becomes capable of functioning independantly
2. The Internee
shall be entrusted with the clinical responsibilities under the control and
supervision of Senior Medical Officers only.
3. The internee
should be given as much as possible clinical work in each department.
4. The
training in the Hospital shall include case taking, analysis of the case,
evaluation of symptomatology, investigations, provisional and differential
diagnosis, arriving at clinical diagnosis and thus building up of portrait of
the disease and the management through Homoeopathy.
GENERAL
RULES :-
1) A
student passing final B.H.M.S. examination will not be entitled to receive the
degree without completion of the internship.
2) The Dean/Principal of concerned Homoeopathy College shall
be responsible for proper implementation of Internship programme as per
‘Appendix-A’. The Principal/Dean of the college shall have to monitor
Internship Training Programme in collaboration with superintendent/Deputy
superintendent/R.M.O. of attached hospital alongwith all head of concerned
departments. The Principal/Dean of college may appoint a Teacher, to monitor
the work of interns only at Primary Health Centres.
3) This
scheme of Internship shall be implemented by all Homoeopathy colleges affiliated to the MUHS,
Nashik meticulously from the first batch which passes the final B.H.M.S.
examination Oct./Nov.2002.
4) Immediately
after the declaration of the results of Final year B.H.M.S. Examination by
University, the successful students should submit their application alongwith
passport-size photograph for the purpose of Identity card to the Dean/Principal
of College.
5)
The Internship Training Programme
should be declared within 10 days after the declaration of result by
University.
6)
Before issuing appointment letter
the Dean/Principal shall conduct 5 day’s orientation workshop to orient the
internees to get acquainted with the details and rules of internship training
programme. This orientation workshop shall cover the process of Registration,
medico- legal issues, Ethical-issues, public relation issues, Health programme
and National Health Policy, patient’s management alongwith emergency care. It shall be mandatory for Internees to attend
the pre internship orientation workshop for the period of 5 days before the
actual posting commences. In workshop
copy of ‘Intern work-book’/Log-book duly certified by Dean/Principal should be
distributed to interns. The interns shall have to pay the cost of workbook/Log-book
towards Principal office. The cost of workbook will be such as may be
prescribed by college.
7)
After joining the internship within
15 days every interne should get himself provisionally
Registered from Maharashtra Council of Homoeopathy, Mumbai and submit the Xerox
copy of certificate to Dean/Principal office.
8)
A muster roll must be kept for attendance of
internees by Hospital
Authority and monthly record of attendance along with leave
record should be forwarded to Dean/Principal of college at the end of every
month.
9)
Every internee shall be under
administrative and disciplinary control of the hospital where he is
appointed. He shall obey the rules,
regulations, conversions and practice of hospital in force and code of conduct
laid down by Govt/ University/C.C.H./M.C.H from time to time.
In case of breach of code of conduct
/rules by a intern, concerned authority of hospital
shall take any disciplinary action including disqualification to continue
further internship programme or any other lesser punishment which may he thinks
fit.
10)
No intern shall remain absent from
his/her hospital duties without prior
permission from HODS/RMO/Chief M.O./Superintendent of the hospital.
11)
No kind of leave of absence is permitted to an
intern except 12 days of causal leave(not more than 3
days at a time) during 12 months period of internship. Any leave in excess of above rule the intern
shall have to complete the required attendance as a repeat day. However in case
of leave on medical ground the internship programme for such candidate may be
extended corresponding to the period of absence at the end of the training.
12)
Working hours for interns are to be
not less than 8 hours per day. He can avails weekly off/Sunday and national/Govt. holidays
permissible to hospital with prior permission of Hospital Authority. As per the requirement of hospital the
concerned authorities may allot shift rotation duties along with night duties
to interns.
13)
The intern shall be entrusted for clinical
responsibilities under direct supervision of Teacher/Registrar/H.O.D./ M.O. of
hospital, they shall not work independently as a medical practitioner, they
shall not issue nor sign any certificate or medico-legal document, but the
internee will be required to carry out any selective assignment if given to him
by teacher/HOD/ M.O.
14)
It shall be compulsory for intern to maintain
the record of procedures done/observed/assisted by him / her on day-to-day
basis in prescribed work book. After
completion of internship the work book dully filled in all respect and
certified from concerned authority should be submitted to Dean/Principal. Failure to produce work book may result in
cancellation of his/her performance in any or all disciplines of Internship.
15) On satisfactory completion of internship programme, the
Dean/Principal, of concerned college shall forward a certificate of Internship Completion to the
University. The University in turn will
issue the ‘Final Internship Completion Certificate’ to the intern. After obtaining this certificate the intern
may apply for the
degree certificate to University and for permanent Registration Certificate to
M.C.H. Mumbai.
16)Transfer of
internee to other colleges :-
The
student desirous of transfer to another college for doing internship training
programme may apply within 15 days from the date of declaration of final year
result to the University in the prescribed form alongwith the fee prescribed by
the University from time to time.
(A)
Colleges
affiliated to MUHS:
1. As per
CCH Regulation of BHMS, Internee shall be permitted to complete all parts of
internship at approved/ recognised Homoeopathy college.
2. The student
will have to apply for NOC to parent college and also
where he/ she wants to get internship transferred.
3. As per the Academic Council Resolution No. 446/2008
dated 28/12/2007:
A)
There shall be a reservation of 2% for
regular batch and 1% for odd batch (fraction more than or equal to 0.5 be
rounded to next higher integer) to the following cases, taking into
consideration the merit in that category.
(1) Serious
and/or illness of prolonged nature of the student.
(2) Serious and/or illness of prolonged nature of
mother and / or father (in case of married candidate, the case of husband /
wife shall be considered).
The candidate has to submit all medical records (all
prescription and investigation reports, any other relevant documents) duly
attested and medical certificates from Civil Surgeon / Medical Superintendents
/ Dean of Govt. Medical College.
However, if concerned committee does not found
eligible candidate under this category, then all the transfers will be considered
on the basis of merit and total vacancy (i.e. 15% of total students, appearing
for the final year examination for both Odd and Regular Batch).
B)
After cut-off date and within three
months following the date of declaration of result, if the candidate apply on
the ground mentioned in Resolution Number 1 para – a (1), (2) and death of
mother and / or father, (in case of married candidate, the death of husband /
wife shall be considered), then one seat per College (Relieving and Receiving) per
batch to be considered. In view of the medical documents and the certificate issued
from the Civil Surgeon / Medical Superintendant / Dean of Govt. Medical College
submitted by the candidate, the decision in this regards shall be taken by the
same internship transfer committee.
C)
No applications shall be considered after
three months following the date of declaration of result.
D)
The candidate has to complete current
posting in the parent College before joining the receiving College
E)
The validity of NOCs submitted by the
applicant will remain valid for that batch up to 03 months from the date of
declaration of result.
F)
Internship transfer is allowed only one
time for a candidate.
G)
However, in addition to above all
categories, the Hon’ble Vice Chancellor will have power of granting internship
transfer to deserving candidate in special circumstances.
4. The parent
college will forward the application with NOC to Maharashtra University of
Health Sciences, Nashik and the University authority will finalize the cases
strictly on the basis of the merit.
5. The college
in which the internee is transferred will have to complete the programme as per
the guidelines
including skill test/ performance.
6. The parent
institution will then receive the Internship Completion Certificate from that
college and will forward the same to Maharashtra University of Health Sciences
for the award of degree.
(B)
Colleges
outside the jurisdiction of MUHS :
1. NOC from both
relieving and receiving colleges shall be obtained by the candidate.
2. The application alongwith the NOC’s will
be forwarded to MUHS for getting permission to allow the internship completion
at colleges outside the jurisdiction of this University.
3. The concerned college will issue
Internship Attendance Certificate mentioning the quantum of work done departmentwise
as per proforma of MUHS and it will be submitted by the internee to parent college.
4. The parent college will assess the
skills by conducting skill performance tests as per the guidelines of
internship.
5. After successful completion of skill
tests, internship completion certificate will be issued by the parent college
and it will be forwarded to MUHS for award of degree.
(C) Merit to be considered :
The applications for transfer of internees shall be considered and decided strictly on the basis of merits as follows :
1) Aggregate marks obtained at Final B.H.M.S. Examination.
2) Number of attempts at Final B.H.M.S. Examination.
1 % marks will be deducted per attempt from aggregate marks of final B.H.M.S.
3) In case of tie, combined marks of I, II & III B.H.M. S. to be considered.
4)
Elder to be preferred over
younger.
17)
Notwithstanding
any thing contained in this scheme the University reserves the right to alter
the rules or to make amendment in rules/ Scheme or to take any action as may
think fit in this respect without assigning any reason or justification for
it.
